A Decision This Important Must Be Made Correctly—and the Community Must Have a Meaningful Say
The City Manager is the most important administrative position in city government. This person is responsible for turning the policies and decisions of the Mayor and City Council into working programs, reliable services, and measurable results for the community.
The City Manager’s eight MOST IMPORTANT RESPONSIBILITIES
• Preparing the proposed CITY BUDGET and presenting it to the City Council for review and approval
• Maintaining FISCAL RESPONSIBILITY by monitoring City revenue and spending, reviewing departmental budget updates and financial reports from the City Controller and City Treasurer, ensuring departments follow established financial controls, and correcting problems identified through audits
• Providing OVERSIGHT of department directors and ensuring the effective delivery of essential City services, including street and infrastructure maintenance, planning and development, building permits and inspections, code enforcement, personnel administration, parks, and recreation
• CARRYING OUT POLICIES AND DECISIONS approved by the City Council involving the budget, public services, infrastructure projects, land use and development, business regulations, community programs, City contracts, and other municipal priorities
• SUPERVISING the leaders of City departments and holding City staff accountable for performance
• SETTING AND ENFORCING RESPONSE STANDARDS for resident and business service requests—including reports of potholes, damaged streets, broken streetlights, graffiti, illegal dumping, code violations, water or waste-service problems, unsafe park conditions, permit delays, and inspection requests—and requiring departments to track each request through completion
• REPORTING monthly to the Mayor and City Council on City finances, department performance, staffing shortages, service delays, infrastructure conditions, project schedules, and major contracts; providing quarterly progress reviews; and immediately reporting serious financial, operational, or public-safety problems
• RECOMMENDING policy changes, budget adjustments, staffing decisions, infrastructure investments, and contract actions based on service needs, operating efficiency, cost, public safety, legal requirements, available funding, and long-term benefit to the community
The City Council has retained Bob Murray and Associates, an executive recruitment firm, to conduct a nationwide search for qualified candidates. As part of that process, the City is holding a community town hall to hear directly from Compton residents.

How Can Residents Contribute to Selecting the Right Person?
Resident input can help the City Council and its recruitment firm determine which professional strengths, leadership experience, and previous accomplishments should receive the greatest weight when candidates are screened and interviewed.
The Compton Chamber of Commerce believes the next City Manager should demonstrate strength in the following priority areas:
• Public safety coordination: Experience coordinating City departments, law-enforcement partners, fire and emergency services, code enforcement, and community organizations to address safety concerns and improve emergency response.
• Infrastructure management and El Niño preparedness: A proven ability to assess street, drainage, lighting, facility, and other infrastructure needs; establish priorities; secure funding; manage public-works projects; and prepare the City for possible heavy rainfall during the approaching El Niño season.
• Balanced business growth: Experience attracting responsible investment and new businesses while protecting and strengthening Compton’s existing business corridors, established employers, industrial operations, and locally owned businesses.
• Accountability and public reporting: A record of setting measurable goals, monitoring department performance, reporting regularly to the City Council and public, explaining delays or setbacks, and requiring corrective action when expected results are not achieved.
• Fiscal and organizational management: Experience preparing balanced municipal budgets, maintaining financial controls, addressing audit findings, managing department directors, filling critical vacancies, and protecting essential public services.
• Affordable housing development: Experience pursuing housing developments in which affordable homes—not high-priced, market-rate units—represent the majority of the project. The next City Manager should understand how to use public land, zoning authority, development agreements, grants, tax incentives, and partnerships to produce housing that Compton’s working families, seniors, veterans, and young adults can actually afford. Housing policy should strengthen existing neighborhoods and create opportunities for current residents rather than promote profit-driven development, displacement, and gentrification.
Residents can contribute by identifying which of these strengths should receive the greatest emphasis and by raising other qualifications they believe are important for Compton. That input can help shape the candidate profile, interview questions, and standards used to compare applicants.
The professional recruiters will evaluate resumes and verify each candidate’s qualifications. The community’s role is to help define the leadership strengths and proven results Compton should demand from the person selected for the job.
