More than 120,000 cameras reportedly operating across 49 states have created a searchable vehicle-tracking network that Congress never specifically authorized.
AI-powered license-plate-reader cameras have rapidly appeared along streets, highways, commercial corridors, neighborhoods, and public facilities across the United States.
To most motorists, they may resemble ordinary traffic-monitoring equipment. Their capabilities, however, extend considerably beyond taking a photograph of a license plate.
Flock Safety’s cameras use artificial intelligence and machine learning to read plates, classify vehicles, record identifying characteristics, and organize those observations in a searchable database. When information collected by cameras in different locations is connected, authorized users may be able to search for a vehicle across communities and jurisdictions.
The cameras are promoted as tools for recovering stolen vehicles, locating vehicles associated with missing persons, identifying vehicles connected to suspects, and developing leads during criminal investigations.
But the extraordinary speed and scale of their deployment have produced a much larger concern:
Has a nationwide vehicle-surveillance network been quietly established before the American public fully understood or debated what was being created?
More than a license-plate reader
Flock cameras do not merely photograph and read the characters on a license plate.

According to the company, its technology can capture or classify:
License-plate numbers, including temporary or partially obscured plates
Vehicle make and model
Vehicle color
Vehicle body type, such as a sedan, SUV, pickup truck, or van
Date, time, and camera location
Direction of travel
Visible damage or alterations
Distinctive characteristics such as bumper stickers, roof racks, aftermarket wheels, or other attachments
Vehicles displaying no visible license plate
Flock refers to this combination of characteristics as a “Vehicle Signature” or “Vehicle Fingerprint.”
This allows investigators to conduct searches even when they do not possess a complete plate number. For example, an agency might search for a dark-colored SUV with a roof rack, rear-end damage, and a partially known plate.
Flock’s public materials do not consistently claim that its standard cameras reliably determine an exact model year. The technology is therefore more accurately described as identifying a vehicle’s make, model, color, body type, and distinguishing characteristics.
What makes the cameras AI-powered?
The camera captures images, but artificial intelligence makes the information scalable and searchable.
Instead of requiring a person to examine every passing vehicle manually, the software can:
Locate and interpret the license plate
Convert the plate image into searchable characters
Classify the vehicle by visible characteristics
Compare a detection with plates or descriptions entered by authorities
Generate an alert when a possible match is detected
Organize repeated detections by location and time
Search large numbers of records within seconds
This automation is what transforms separate roadside cameras into a powerful investigative network.
According to Flock Safety, the standard Flock license-plate-reader camera does not employ facial recognition. It is designed to recognize and track vehicles rather than identify drivers or passengers through their faces.
The central privacy concern is therefore not facial identification. It is the automated ability to associate a particular vehicle with repeated locations and times—and potentially reconstruct portions of its travel history.
How the system can help locate missing people
Flock cameras do not identify a missing person by recognizing the person’s face. They help indirectly by locating a vehicle associated with that individual.
When an AMBER Alert, Silver Alert, or other missing-person notice is issued, police may have a license-plate number or a description of the vehicle involved. Authorities can enter that information into the system.
If a camera detects the plate or a vehicle matching the description, the system can provide the location, time, and direction of travel. Officers may receive an alert and respond to that area. Additional detections can help indicate where the vehicle is heading.
The same capability can assist in locating stolen vehicles or vehicles reportedly connected with a serious crime.
These are legitimate and potentially lifesaving applications. They must nevertheless be evaluated alongside the much broader collection of information involving drivers who are not suspected of wrongdoing.
When individual observations become mass surveillance
A standard Flock license-plate reader generally captures several still images as a vehicle passes. It does not continuously film a vehicle’s entire journey.
However, a network of cameras can create something much more revealing than a single photograph.
One camera may record a vehicle near a residence. Another may detect it near a workplace. Other cameras may document it outside a medical facility, church, political meeting, business, school, or private home.
When those observations are stored and made searchable, they can begin to establish a timeline of the vehicle’s movements.
Being seen once on a public street is not necessarily the same as having repeated movements automatically collected, retained, and searched through a national technological network.
This distinction is central to the debate. The concern is not that one camera produces a continuous movie of a person’s day. It is that thousands of separate camera detections can be assembled into the practical equivalent of a travel history.
A nationwide network developed without national authorization
Flock Safety reportedly operates more than 120,000 cameras across 49 states and processes more than 20 billion vehicle scans each month.
Individual cameras may have been purchased by police departments, municipalities, homeowners’ associations, businesses, schools, and other organizations. Some contracts may have been considered during local government meetings.
But approval of separate local contracts is not the same as a national public discussion about the cumulative creation of an interconnected surveillance system.
Residents may know that a camera was installed at a particular intersection without understanding:
What information it records
Whether artificial intelligence classifies their vehicle
How long the information is retained
Who can search it
Whether it is shared with other jurisdictions
Whether federal agencies can obtain access
Whether searches require a warrant
Whether an individual can learn that their vehicle was searched
How misuse or inaccurate alerts are detected
The cameras have become commonplace faster than the laws, oversight structures, and public understanding surrounding them have developed.
Senator Hawley opens a congressional investigation
On August 26, 2026, U.S. Senator Josh Hawley of Missouri, chairman of the Senate Judiciary Subcommittee on Crime and Counterterrorism, formally opened an investigation into Flock Safety’s collection, retention, use, and distribution of vehicle information.
Hawley acknowledged that law enforcement needs effective tools to apprehend offenders and protect the public. He argued, however, that Americans do not surrender their privacy rights when driving to work, taking their children to school, attending church, or participating in ordinary daily life.
The senator also made a particularly important observation:
Congress never authorized the nationwide surveillance network that the industry has assembled.
According to Hawley, Flock’s system includes more than 120,000 cameras across 49 states and handles more than 20 billion vehicle scans every month. Most people whose vehicles appear in those records are not suspected of committing a crime.
Hawley warned that systems originally presented as tools for individual local investigations can use artificial intelligence to combine observations in a searchable national database.
His investigation seeks answers concerning:
Exactly what information Flock cameras collect
How long images and associated records are retained
Which government agencies, businesses, and other customers can access them
How information is shared across jurisdictions
Whether federal agencies can search locally collected records
How searches are authorized, documented, and audited
What protections exist against personal or unauthorized searches
Whether vehicle information can be sold or commercially used
How false alerts and mistaken identifications are handled
Whether Flock’s internal policies adequately protect the public
Hawley directed Flock Safety CEO Garrett Langley to produce specified documents and information by September 8, 2026.
This is an active congressional investigation. It is not a final determination that Flock Safety has violated federal law.
Reports of misuse and inaccurate alerts
Senator Hawley’s letter cites several incidents that he believes demonstrate the need for stronger safeguards.
According to the letter:
A Missouri police department terminated its Flock contract after an audit reportedly found that a civilian employee had conducted searches for personal reasons unrelated to police work.
A Milwaukee police officer was criminally charged after allegedly searching repeatedly for his girlfriend’s license plate and that of her former boyfriend.
A Florida woman reportedly spent 13 days in jail after investigators relied partly on a Flock search involving a vehicle description. The charges were later dismissed, and another person was arrested.
One California police department reportedly determined that 71% of the alerts it reviewed were incorrect.
The Los Angeles Police Department discontinued its Flock contract after an audit reportedly found that officers had stopped 161 vehicles incorrectly identified as stolen during a two-month period.
These incidents are allegations and findings cited in Hawley’s official letter. The congressional investigation is intended to obtain the company’s records and responses before further conclusions are reached.
Nevertheless, the examples demonstrate why automated alerts should be treated as investigative leads—not as conclusive evidence that a vehicle or its occupants are connected with a crime.
Congressional scrutiny is only beginning
As of September 3, 2026, no completed House or Senate hearing devoted exclusively to Flock Safety has been identified.
Senator Hawley’s inquiry represents a formal investigation through the Senate Judiciary Subcommittee on Crime and Counterterrorism. Depending on the company’s response, the investigation could lead to a dedicated hearing, proposed legislation, additional document demands, or other congressional action.
Hawley also held a broader subcommittee hearing in August examining AI-assisted surveillance pricing and consumer-data harvesting. That hearing addressed the growing use of artificial intelligence and personal information, but it was not devoted specifically to automated license-plate readers.
This means that an AI-powered network capable of processing billions of vehicle observations each month became established across most of the country before Congress held a hearing focused specifically on its operation and implications.
The question is larger than whether cameras solve crimes
Flock cameras may provide valuable assistance in locating stolen vehicles, finding vehicles associated with missing people, and investigating serious crimes.
But demonstrating that a technology has beneficial uses does not answer every question about how broadly it should be deployed, interconnected, searched, or retained.
A responsible public-safety system should be governed by clear and enforceable rules concerning:
Public disclosure before cameras are installed
Approval by elected officials following meaningful public discussion
Clearly defined permitted uses
Strict limits on data retention
Access controls and search documentation
Independent audits of every user and search
Restrictions on interstate and federal information sharing
Warrant requirements for tracking a person’s historical movements
Procedures for identifying and correcting false alerts
Penalties for personal, political, commercial, or unauthorized use
Regular public reporting about searches, alerts, errors, and results
The issue should not be reduced to a choice between public safety and privacy. Communities are entitled to both.
The United States should not allow a privately developed, AI-powered vehicle-tracking network to become permanent national infrastructure without understanding who controls it, how it is used, and what legal protections apply.
Public debate and enforceable safeguards should not begin only after the cameras are already everywhere.
