Utility Users Tax (UUT) Exemption – City of Compton

The Utility Users Tax is a voter-approved 10% charge applied to your total water service and usage fees. Certain individuals and organizations may qualify for exemptions.

Who is Exempt?
Entities not defined as a "person" in the ordinance (Section 3-4.10)
Government agencies, federal credit unions, and some insurance companies
Low-income residents aged 62+ or individuals with disabilities living in Compton
How to Apply:
Most exempt users (except clearly recognized government agencies) must apply with the Tax Administrator
Federal credit unions and insurance companies must use specific forms
Others must use the general exemption form
Refunds are not issued without a submitted exemption application
Low-Income Senior/Disabled Requirements:
Must live in Compton
Must be 62+ or officially disabled (proof required)
Must meet income limits
Utilities must be in applicant’s name and not paid by public funds
To Apply in Person (No mail/email/fax accepted):
Bring all the following:
First page of recent utility bills (gas, electricity, home phone, water)
Proof of income (SSI letter, pay stub, tax return, or bank statement)
Government-issued photo ID
Submit and sign the application in person at the City Treasurer’s Office
