Here’s the current status of the Long Beach–East Los Angeles (LB-ELA) Zero-Emission Truck (ZET) Program and the Rio Vista / LB-ELA charging depot initiative based on the most recent public information available (late 2025):
📍 Planning & Implementation Phase
The LB-ELA Corridor Mobility Investment Plan (which includes the ZET program) has moved into Phase 2, focused on actual implementation and community engagement after adoption in April 2024. Part of this includes ongoing discussions and planning around zero-emission truck charging infrastructure.

⚡ Zero-Emission Truck Charging Sites
Metro is advancing the ZET program with plans for two publicly accessible electric truck charging depots in the LB-ELA corridor — one at Rio Vista Ave in Boyle Heights and another at Las Hermanas Street in Rancho Dominguez. These will support charging for medium and heavy-duty zero-emission trucks.
📅 Timeline
According to fact sheets and updated planning documents:
Design and site planning have progressed through 2025.
The Las Hermanas charging depot is scheduled to begin construction in Summer 2026 and is expected to be fully operational by early 2027.
The Rio Vista site is also part of Metro’s broader ZET deployment plan, though specific construction dates are generally tied into the same 2026–2027 timeframe.
👥 Community Engagement
Metro continues to host community meetings and working groups to gather input on these projects — including site design, operational concerns, workforce opportunities, and community benefits. Residents can still participate in feedback processes as planning continues.
How to Participate:
Register for upcoming ZET Community Meetings and virtual sessions via the Project Hub on Metro’s LB-ELA Corridor Plan site.
Visit the LB-ELA Project Hub (https://lb-elacorridorplan-lametro.hub.arcgis.com/) for meeting dates, materials, and registration links.
Metro’s community working groups and public meetings are regularly updated on the project hub, and contacting the hotline or email above will connect you with the right coordinator.
🌱 Purpose & Benefits
Once operational, the charging depots are designed to:
Support charging for hundreds of zero-emission trucks daily.
Reduce emissions and improve air quality along a freight-intensive corridor.
Expand clean freight infrastructure that supports California’s climate goals.
Summary: The ZET program is actively progressing from planning toward implementation. The project has funding and community engagement underway, construction of major charging depots is expected to start in 2026, with operations projected by early 2027 — assuming schedules hold.
Metro continues to gather community feedback as part of this process. Here’s how to contact Metro to participate in community meetings and working groups for the Long Beach–East LA Zero-Emission Truck Program:
